As far as I can see, there is no easy way in the GDAL Gdal kakadu to specify which driver to use to load a data source - it uses the first one in an internal list that fits, although drivers can possibly be removed from the list.

Instead of decoding the image to remove the projection, override the projection using an external file. This depends on what program you are using but it should work like a champ for ArcMap. On OTB side: No gdal kakadu handling will be added.
